The Lightning Rod creates a Template:ItemLink 24 hours after getting hit by lightning during a storm.
The exact placement of the rod on The Farm has no bearing on the chance to intercept a lightning strike, rods do not protect a specific area. A lightning rod can be received when the 10,000 Bundle is completed
