Mastery is obteined when you reach level 10 in every skill.
Gaining exp in every skill when mastery is unlocked will augment your mastery points. You can also find books while for exaple cutting grass, that will give you more mastery points.
The progress made in mastery can always be checked under the skills section of the player tab
